A relay device that suppresses reduction in transmission performance (throughput, delay time, etc.) of packets sent from a specified transmission node, and improves transmission performance of an NoC overall. The relay device is used for relaying packets sent between nodes in an integrated circuit comprising a packet exchange-type distributed bus. This relay device comprises: a plurality of buffers housing packets to which transmission node-specifying information has been added; a classification unit that classifies the plurality of buffers housing packets into a plurality of groups on the basis of the transmission nodes for the packets; a selection unit that selects at least one buffer belonging to each group; and an output port that sequentially outputs packets housed in the selected buffers.
