The mechanism has a turntable (3) comprising two horizontal bearings receiving a blade-carrying shaft (2) and a primary axle of a vertical crank (6), where a predetermined distance is maintained between vertical axles of the blade-carrying shaft and vertical crank under operation. The blade-carrying shaft is attached with a horizontal bar (4) by a bracket (5). A rod (7) is articulated on a secondary axle of the crank. A flexible blade (1) is immersed in an outer side of a boat at a lower end of the blade-carrying shaft that is started by rotation of the vertical crank.
