<P>PROBLEM TO BE SOLVED: To efficiently produce a toilet roll product applied with chemical. <P>SOLUTION: After a plurality of primary master rolls produced by a paper machine is plied by a winder, a log is produced through the process of applying chemical, applying emboss, and winding around a product diameter.
