PURPOSE: A vinylchloride resin for foaming with improved high shear and low shear viscosity and a manufacturing method thereof are provided to express low viscosity at high shear and low shear. CONSTITUTION: A vinylchloride resin for foaming is formed by polymerizing vinylchloride based small seed particles having the average particle diameter of 0.15-0.5 microns and vinylchloride based large seed particles having the average particle diameter of 0.51-0.8 microns. The large seed particle molar ratio based on the small seed particle is 1-2 weight ratio. The small seed particle is manufactured by emulsion polymerization.
