PURPOSE: A metal surface treating agent and a metal material treated therewith are provided to form a coating film with a metal surface treating agent to ground laminates on a metal surface capable of maintaining stable adhesion against exposure to solvent or acid. CONSTITUTION: The metal surface treating agent forms a coating layer for metal surface treatments on a material surface made of stainless steel to ground laminate or resin coatings. The metal surface treating agent comprises a Cr(III) compound; one or two and more compounds(B) selected among an organic compound(b1) which is film-formable and one or both two between an ionic compound and non-ionic compound, an inorganic compound(b2) which is film-formable, an organic chelate compound(b3) which is film-formable by bonding with the Cr(III) compound. Let the reduced mass of the Cr(III) compound(A) be M and the mass of the said compound(B) be N, N/M is between 0.005 and 1. The said organic compound(b1) may comprise one or two and more among an urethane resin, epoxy resin, polyolefin resin, acrylic resin, vinyl resin, phenol resin, and natural polymer. The said inorganic compound(b2) may comprise one or two and more among a silicate compound, zirconium compound, titanic compound, and phosphate compound. The said organic chelate compound(b3) may include one or two and more functional groups in one molecule among a hydroxyl group, carboxyl group, phosphonic acid group, phosphate group, amino group, and amide group.
