PROBLEM TO BE SOLVED: To enable a character recognizing device having a memory of small capacity to recognize an inscribed character. SOLUTION: In this character recognizing device for recognizing the inscribed character obtained by inscribing a standard character, a part between pixels constituting a character is defined as non-constituting pixels, the reference value for the number of the non-constituting pixels is set, the inscribed character is scanned from at least either a horizontal direction or a vertical direction, and the number of non-constituting pixels existing among pixels constituting the inscribed character is measured. When the number of the pixels is equal to or smaller than the reference value, the non-constituting pixels are replaced with pixels having the same color as that of the pixels constituting the character to apply a shaping processing operation to the inscribed character into a character being equal to the standard character, the characteristic value of the character subjected to the shaping processing is subsequently extracted, and the characteristic value is collated with a standard character characteristic dictionary 7 that stores the characteristic value of the standard character to recognize the character.
