A data transmission system of a variable bandwidth assignment type and a method therefor are provided to consider a characteristic of a plurality of data broadcasting contents, add/end new data broadcasting, and dynamically assign a variable bandwidth according to importance. An application registering unit(1003) updates registration information of an application in response to application start/stop information received from a transmission manager and a control message reception waiting string. A transmission bit rate setup unit(1005) assigns a bandwidth according to a rate of a current application for at least one of the number, a size, and the importance of all applications from a bandwidth corresponding to the total transmission rate for predetermined data broadcasting, according to the application information registered in the application. An object carousel encoder(1006) encodes application data to be transmitted to be repeatedly transmitted. An object carousel transmission unit(1008) transmits the encoded object carousel. A transmission state monitoring unit(1009) monitors the end and change of the application being transmitted, and notifies the end and change information to the control message reception waiting string.
