PROBLEM TO BE SOLVED: To provide a luminaire improved in life and performance.

SOLUTION: A light emitting device 1 includes: a resin substrate 10; a reflective layer 18 formed on the resin substrate 10; a protective layer 45 formed around the reflective layer 18; a light emitting element 11 placed on the reflective layer 18; and a sealing resin layer 12 covering the reflective layer 18, the protective layer 45 and the light emitting element 11 and including a phosphor and a thermosetting resin. In the light emitting device 1, the oxygen permeability of the thermosetting resin is 1,200 cm3/(m2day atm) or less, and the ratio of the area of the reflective layer 18 to the area of a region on the substrate 10 covered with the sealing resin layer 12 is in a range from 30% or more to 75% or less.
