<P>PROBLEM TO BE SOLVED: To provide a video signal processing apparatus which even if an image moves greatly in vertical direction, generates proper interpolation pixels on the basis of a motion vector, while suppressing increase of line memories. <P>SOLUTION: A frequency distribution monitor unit 4 partitions, into a plurality of classes, a size of a vertical component of a motion vector MV, and detects a frequency of the number of occurrences at which the vertical component occurs in each of the classes. In a case where the vertical component of the motion vector MV exceeds a predetermined threshold value in predetermined specific classes, the offset control unit 5 creates offset signals Sos1 and Sos2 which shift read addresses in the vertical direction in frame memories 2 and 3. An interpolation pixel generation unit 6 vertically shifts pixel data selected by delay selection units 62 and 63.
