PROBLEM TO BE SOLVED: To obtain a probability that a user accesses a specific address.

SOLUTION: A potential class analyzing device 30 performs the steps of: acquiring an access history including a user ID assigned to a user of a mobile communication device 20 and URLs accessed by the mobile communication device 20; counting the number of accesses by the mobile communication device 20 to each URL; applying the result of counting to a potential class analyzing model and generating a potential class indicating the distribution of an occurrence probability of the access to each URL; calculating an attribution probability of the user to the potential class; and on the basis of the potential class and the attribution probability, calculating a probability that the user accesses the URL.
