The present invention relates to a real-time regional safety information managing system. The real-time regional safety information managing system comprises: an n number of data collecting terminals (10) formed as one among a mobile terminal, a navigation terminal, and a kiosk terminal; a network (20); a mobile application service server (30); a public institution server (40); an information managing server (50); and a user terminal (60), thereby providing a composite data processing method to integrate and process regional weather information and moving population information.
