PURPOSE: A billing service system and method, a billing data processing device, and an operating method thereof are provided to reduce the amount of billing data generated in the billing system. CONSTITUTION: A billing data processing device(240) determines a beginning and an ending of a billing signal provided from a packet data analysis device. The billing data processing device additionally determines whether the next billing signal is received in a specific period from the same user of a terminal when a billing ending signal is being received. According to the determined result when the next billing signal is received, the billing data processing device integrates a detailed billing record classified by contents into user classification of the terminal. The billing data processing device generates billing data.
