PROBLEM TO BE SOLVED: To not only detect overexposure or underexposure of a captured image but also control an exposure value more effectively according to distribution of overexposed areas or underexposed areas in the captured image.

SOLUTION: Whole-image frequency-distribution detection means 103 detects brightness frequency distribution of a whole image on the basis of a captured image signal sent from an imaging part. Whole-image frequency-distribution exposure-control-value calculation means 104 calculates a whole-image frequency-distribution exposure control value by using the brightness frequency distribution of the whole image. Small-area brightness detection means 105 detects representative brightness of small areas. Small-area-brightness exposure-control-value calculation means 106 calculates a small-area-brightness exposure control value by using brightness of each small area. Exposure-correction-value calculation means 107 calculates an exposure correction value on the basis of the whole-image frequency-distribution exposure control value and the small-area-brightness exposure control value. Exposure control means 109 performs exposure control by using an exposure value which is calculated by exposure value calculation means 108 by using the exposure correction value and an exposure value of the captured image signal.
