<P>PROBLEM TO BE SOLVED: To not only detect overexposure or underexposure of a captured image but also control an exposure value more effectively according to distribution of overexposed areas or underexposed areas in the captured image. <P>SOLUTION: Whole-image frequency-distribution detection means 103 detects brightness frequency distribution of a whole image on the basis of a captured image signal sent from an imaging part. Whole-image frequency-distribution exposure-control-value calculation means 104 calculates a whole-image frequency-distribution exposure control value by using the brightness frequency distribution of the whole image. Small-area brightness detection means 105 detects representative brightness of small areas. Small-area-brightness exposure-control-value calculation means 106 calculates a small-area-brightness exposure control value by using brightness of each small area. Exposure-correction-value calculation means 107 calculates an exposure correction value on the basis of the whole-image frequency-distribution exposure control value and the small-area-brightness exposure control value.
