<P>PROBLEM TO BE SOLVED: To provide an information processor or the like which achieves shortening of time required until action can be performed. <P>SOLUTION: A functional module 20 includes: an executing part 21 executing a predetermined function; an initializing part 22 setting the executing part 21 to an initial state; a nonvolatile memory 23 holding data for initializing the executing part 21; an open drain buffer 24; and an inverter 25. When an initializing signal 51 (/RST) shows assertion, the executing part 21 shifts from an action state to a stop state, and the initializing part 22 shifts from a stop state to an action state. Then, the initializing signal 51 (/RST) shows negation, the initializing part 22 reads out data held in the nonvolatile memory 23, and initializes the executing part 21.
