PURPOSE: A conditional access system(CAS) authentication method using a TV idle bandwidth is provided to enable only authenticated user to install or delete a CAS application, thereby receiving a desired broadcasting service without replacement of a set-top box. CONSTITUTION: A broadcasting company(600) transmits a public key to a receiving terminal through an idle bandwidth(800) after authenticating a CAS application. The receiving terminal delivers the public key for the CAS application to the broadcasting company. The broadcasting company transmits an encoded operation key to a set-top box(700) through the idle bandwidth The set-top box transmits a decoded operation key to the broadcasting company. When just permission for the receiving terminal is existed, the receiving terminal receives data.
