PURPOSE: A generating method of a hierarchic cluster structure using a time difference control algorithm is provided to minimize energy consumption in a process that an operation state of a node is set up. CONSTITUTION: A node is classified in consideration of node state time(S120). The node having the highest energy is selected as a group header node(S130). The node is collected as a member node in the selected group header node(S140). A layer cluster is configured(S150). A group header node having the highest energy is selected as a family header node within the layer cluster(S160). The selected family header node configures a network by routing(S170).
