To provide a composition for forming a water repellent film which has an excellent water droplets-removing property and further has abrasion resistance and weather resistance; a substrate with a water repellent film having a water repellent film which is formed from the composition for forming a water repellent film and which is excellent in the water droplets-removing property, the abrasion resistance and the weather resistance, and a process for its production; and an article for a transport equipment. A composition for forming a water repellent film comprising, as the main components, a specific organosilane compound having a fluorinated organic group containing an etheric oxygen bond, and a specific organosilane compound having a fluorinated organic group (containing no etheric oxygen bond); a substrate with a water repellent film comprising a substrate and a water repellent film having disposed, as the outermost layer, a layer formed from the composition for forming a water repellent film, on the surface of the substrate; and an article for a transport equipment comprising the substrate.
