PURPOSE: An apparatus and a method for image coding are provided to suppress the memory size for coded data and to acquire the image data comprising a part of screen without performing decoding from the pixel data of the left end of a screen. CONSTITUTION: A direct encoding unit(110) directly encodes pixel data. A difference encoding unit(120) encodes a difference between the pixel data and a former pixel data. An encoding data selecting unit(130) selectively outputs the direct encoding unit or the coded data obtained by the difference encoding unit. The coding data selecting unit selectively outputs the coded data of several pixel data obtained by the direct encoding unit.
