PURPOSE: A manufacturing method of a steel plate having a layer structure is provided to form steel plate layers having excellent binding power, high strength, and ductility by using one steel plate. CONSTITUTION: A manufacturing method of a steel plate having a layer structure comprises the following steps: A high-carbon steel plate(10) is prepared. The high-carbon steel plate is homogenized. The high-carbon steel plate is heat-treated to be transformed into a austenite phase. The high-carbon steel plate is contacted with oxide gas to be decarburized and transformed into a ferrite phase and is formed as a high-carbon steel plate with separated surface layers(101) and a center layer(103). The high-carbon steel plate is cooled and then the center layer of the high-carbon steel plate is transformed to a martensitic phase.
