PROBLEM TO BE SOLVED: To suppress uneven processing loads among packet processing cards without causing inversion of packet order and/or mismatch of parameters specific to each session concerning a gateway device which is a component of a mobile communication network.

SOLUTION: While a session is in an idle state, a storage destination packet processing card for performing gateway processing for the session is changed over.
