<p>A communication device has the following: a network-side communication unit that receives emergency information from an information-distribution node; and a UE-side communication unit that exchanges communication signals with user devices via a wireless base station. The UE-side communication unit broadcasts a primary notification signal giving advance notice of the distribution of emergency information and individually sends each user device an instruction signal instructing said user device to transition to an RRC protocol state or transition to another cell. The UE-side communication unit then broadcasts a secondary notification signal containing the emergency information. The aforementioned transition to an RRC protocol state is a transition from a state in which emergency information cannot be received to a state in which emergency information can be received. The aforementioned other cell is a cell in which user devices can receive a secondary notification signal regardless of the RRC protocol states of said user devices.</p>
