Provided is an apparatus for generating a digital value, wherein a random digital value is generated and time-invariance of the digital value is guaranteed. A digital value generation unit of the digital value generation apparatus can generate the random digital value by using process variation in a semiconductor. A digital value freezing unit connected to the digital value generation unit may be fixed in either a first state or a second state corresponding to the generated digital value to freeze the digital value.
