There are included: a decoding step of decoding, from a bitstream, the size of each of blocks into which each picture of a moving image signal has been divided by a predetermined unit, the encoding mode, the prediction parameter in that block, and predicted residual signal encoded data; and a loop filter step of performing a filter process for a signal obtained by adding a decoded predicted residual signal, which has been generated on the basis of the predicted residual signal encoded parameter, to a predicted signal generated on the basis of the encoding mode and prediction parameter. The loop filter step executes, on the basis of one of decoded images or on the basis of a plurality of parameters, a clustering to determine a pixel set that is a unit of filter design.
