PURPOSE: A vessel ballast water treatment method using a composite electrolysis method, and an apparatus for the same are provided to minimize power consumption for sterilization by sterilizing ballast water with the minimum concentration of residual chlorine. CONSTITUTION: A vessel ballast water treatment method using a composite electrolysis method includes the following steps: a catalytic agent is introduced into ballast water in order to accelerate the generation of hydroxyl groups; and the ballast water is electrolyzed in an electrolyzer(10). The catalytic agent is a material with radical oxygen. The catalytic agent is hydrogen peroxide(H_2O_2) or ozone(O_3).
