PURPOSE: An abnormal blackout state reporting method and apparatus thereof are provided to minimize a collision between the M2M(machine to machine) apparatuses in an abnormal blackout situation. CONSTITUTION: A processor(120) senses an abnormal blackout situation. The processor controls reporting operation. The processor detects the abnormal blackout situation in a normal mode connection state. The processor transmits a signaling header to a base station by using a transmission apparatus. The signaling header includes a blackout indicator for reporting the abnormal blackout situation.
