<P>PROBLEM TO BE SOLVED: To provide a two-shaft steam turbine that can suppress a temperature rise of a high pressure turbine due to windage loss. <P>SOLUTION: The two-shaft steam turbine is composed of a high pressure turbine 1, an intermediate pressure turbine 2, a low pressure turbine 3, and adopts an intermediate pressure starting method. A clutch 11 fastens and releases a shaft of the high pressure turbine 1 with/from a shaft of the intermediate turbine 2. The shaft of the intermediate pressure turbine 2 and a shaft of the low pressure turbine 3 are coupled by a coupling 4. In load-up during starting by the intermediate pressure, the clutch 11 is released, steam is supplied to the intermediate pressure turbine 2 and the intermediate turbine is started.
