The object of the present invention is to provide a three-dimensional radar apparatus using a combination of relatively cheap vessel radars, which are generally used for low-altitude flight monitoring functions and maritime/anti-aircraft monitoring functions for protecting major facilities in harbors, are more advanced than existing systems for managing only vessels in harbors, and overcome the operational limitations of a vessel traffic service (VTS).
