In the present invention, an intra-prediction unit (4) of a video encoding device smoothes luminance components of a plurality of pixels that constitute encoded blocks divided by a block dividing unit (2), such pixels being adjacent in horizontal and vertical directions; calculates a correlation parameter that indicates the correlation between the smoothed luminance components and color-difference components; and generates prediction images for color- difference components using such correlation parameter and the smoothed luminance components.
