PURPOSE: A flat optical waveguide device and a manufacturing method thereof obtain the same product capacity regardless of thickness of products. CONSTITUTION: A base film made of a certain material is prepared. An optical wave guide is laminated on one side of the base film. Both ends of the optical wave guide is sawn in a V-form and forms 45 degree angle of junction between the optical wave guide and base film. The sawn total surface of the optical wave guide is coated with resin of the certain material in a constant thickness. The base film is removed.
