PURPOSE: A construction vehicle moving device for constructing an invert in tunnel construction and an invert constructing method using the same are provided to make the construction vehicle pass over an upper part of a lining board and to reduce a construction period relatively by performing an invert task in a bottom surface of the lining board. CONSTITUTION: A construction vehicle moving device(100) for constructing an invert in tunnel construction comprises a rail, a frame, and a lining board(130). The rail is installed on a top surface of a foundation unit along the foundation unit installed in both lower sides of an excavated tunnel. The frame comprises a working space in inside and moves along the rail. The lining board is installed in the frame.
