<P>PROBLEM TO BE SOLVED: To provide a technique capable of investigating a viewing rate and the like by using a program guide. <P>SOLUTION: A user terminal 20 displays a program guide (s13), and becomes a stand-by state (s14). When a program in the program guide is selected (s15:NO, s16:YES) and the program is in the middle of broadcasting (s17:YES), the program is displayed (s18). The value of sbc is set to ebc, and a channel of the program selected to sbc is set (s19). The channel of the program whose viewing is terminated is set to ebc, and the channel of the program to be viewed is set to sbc. Data constituted of sbc and ebc is transmitted to an investigator device 10 (s20). The investigator device 10 adds one to bn corresponding to sbc, and subtracts one from bn corresponding to ebc.
