<P>PROBLEM TO BE SOLVED: To provide a member for an image forming apparatus that employs an electrophotographic method, forms on the surface of the member for an image forming apparatus a surface layer with uniform and appropriately lowered electric resistance and high strength in an easy and accurate manner, and is capable of heat fixing or heat-press fixing of toner images on recording media stably for a long period, as well as a fixing device using the member for an image forming apparatus, and an image forming apparatus using the fixing device for maintaining high image quality for a long period. <P>SOLUTION: A member for an image forming apparatus has at least a surface layer on a conductive support.
