<P>PROBLEM TO BE SOLVED: To reduce transfer delay or packet loss rate during real time communication even if many data packets are transmitted by way of a network side communication section whose band is unstable. <P>SOLUTION: In a radio communication system 10A, one of a radio base station 200A that performs radio communication with a radio terminal 100 and a gateway device 300A between a communication destination device 500 of the radio terminal 100 and the radio base station 200A is used as a transmission side device for data packets and the other is used as a reception side device for data packets. The transmission side device, in a case where the data amount that is to be transmitted to the reception side device exceeds a threshold value while the type of data packet is a real time packet, transmits a connection data packet to the reception side device instead of a plurality of data packets transmitted to the reception side device.
