PURPOSE: A performing apparatus of an uplink synchronization and a method thereof are provided to transfer a time arrangement value in a handover process. CONSTITUTION: A terminal receiving unit(1405) receives a handover command message including a time arrangement value from a first base station. The time arrangement value is a value for controlling an uplink time of a secondary serving cell. A random access processing unit(1412) performs handover from the first base station to the second base station based on the handover command message. The random access processing unit controls uplink time of the secondary serving cell based on the time arrangement value. The random access processing unit performs random access through the secondary serving cell of the second base station.
