The present invention is a proposal relating to coordinated operation between a throttle and an actuator for actively changing supercharging pressure when torque-demand control is applied to an internal combustion engine fitted with a supercharger. The control device provided by the present invention separately determines the target air volume for operating the throttle and the target air volume for operating the actuator. More specifically, the driver-demanded torque included in the required torque is converted into air volume according to a predetermined conversion rule, and the amount of air obtained by the conversion is calculated as a reference target air volume. The reference target air volume is used as the target air volume for operating the throttle and as the target air volume for operating the actuator under normal circumstances. If there is a change in the required torque and the change cannot be achieved on the basis of the reference target air volume, a corrected target air volume at which the change can be achieved is calculated, and the associated amount is used as the target air volume for operating the throttle.
