<P>PROBLEM TO BE SOLVED: To solve such a problem that motorman's human error cannot be prevented, for instance, when arriving the stop station, the human error to mispass without stopping the station cannot be prevented, though the works of motormen and station employees can be decreased by computerizing an effective tablet between specific stations for achievement of blocking between the stations. <P>SOLUTION: An onboard control device that outputs the brake so that a train 102 cannot start when the tablet (1) 101 is not received is mounted on the train 102, and when transmitting the tablet (1) 101 to the train, the ground equipment 103a matches the distance (1) effective for the tablet (1) 101 and performs transmission.
