<P>PROBLEM TO BE SOLVED: To level processing loads among servers without introducing any distribution node between the servers and clients while the servers do not mutually inform other servers of load states. <P>SOLUTION: A server receives a processing request from a client terminal which has an equal-probability server selecting function, determines whether a message of the processing request is an original message or a redirect message, and accepts the request at a reception rate and stores it in an original request queue when the message is the original message. An original message which is not accepted is redirected and the redirected message is stored in a redirect request queue.
