<P>PROBLEM TO BE SOLVED: To provide an emergency report system for easily performing an emergency report to a rescue institution at a remote place when an owner of a wireless terminal becomes a party (disaster victim, crime victim, noneffective). <P>SOLUTION: An emergency report system A is constituted of: a remote controller n which includes a transmission circuit, a reception circuit, and a controller which operates the transmission and reception circuits in a report mode or a relay mode, and wirelessly operates an on-vehicle unit m which is a theft prevention device; the on-vehicle unit m which includes a transmission circuit, a reception circuit, and a controller which operates the transmission and reception circuits in a standby mode, an answer mode, or a relay mode; and a monitor sensor c of which a report circuit performs a report to a rescue headquarter d when the reception circuit, etc. acquires report information.
