<P>PROBLEM TO BE SOLVED: To provide an operation protection device, operation protection software and an operation protection method for preventing fraudulent use of a device. <P>SOLUTION: Only when an image processing device 10 is in a manufacturer mode and a hardware key 25 storing appropriate security data is connected to an operation protection device 20, and when the image processing device 10 is in a user mode, in other words, when a user uses the image processing device 10, and the hardware key 25 storing the appropriate security data is connected to the operation protection device 20, the image processing device 10 performs contracted functions.
