<P>PROBLEM TO BE SOLVED: To provide a vehicle brake control device that properly determines intervention of ABS control by directly detecting a lock tendency of wheels 2, 3, in the ABS control for adjusting a brake force applied to the wheels 2, 3 so as to prevent the wheels 2, 3 from being locked when a vehicle like a motorcycle 1 is braked. <P>SOLUTION: First and second determination parts 54, 55 determine whether intervention conditions of the ABS control have been established or not, where decrease rates ΔVf, ΔVr of wheel speeds Vf, Vr as rotation speeds of the wheels 2, 3 are predetermined thresholds or more.
