The present invention relates to the field of network communications. Specifically disclosed is a method for data exchange between a network administrator and a network element, comprising: establishing an initial physical topological tree formed of a network administrator and at least one gateway network element according to network element information; determining a data exchange network element set of a gateway network element in the initial physical topological tree; establishing a physical topological tree of the gateway network element according to the data exchange network element set of the gateway network element, forming a first data communication net physical topological tree consisting of a network administrator, a gateway network element and a non-gateway network element; acquiring a second data communication net physical topological tree; setting bandwidth information about a network element in the second data communication net physical topological tree; locating an exchange network element in the second data communication net physical topological tree, stopping the locating operation when all of the gateway network elements in the second data communication net physical topological tree achieve a state of saturation; and exchanging data between the located exchange network elements and the network administrator. Also disclosed is a device for data exchange between a network administrator and a network element.
