<P>PROBLEM TO BE SOLVED: To provide an image forming medium for simply forming a high quality image by using a liquid such as water without needing ink or the like, and maintains the formed image for a certain sufficient time period; and an image display device and an image forming method using the same. <P>SOLUTION: The image forming medium includes a color layer, and a transparent variable diffusion layer having gels for holding white particles and the liquid. In the transparent variable diffusion layer, the light diffusion property changes when the gels hold the liquid so that the transparency is enhanced comparing with before the gels holding the liquid.
