<P>PROBLEM TO BE SOLVED: To provide a box-making and packaging device that can improve packaging efficiency by making a folded cardboard sheet into a cylindrical box and mechanically performing a series operation for covering an item to be boxed. <P>SOLUTION: The box-making and packaging device for extracting and assembling a stored cardboard sheet and covering the item to be boxed with the cardboard sheet is equipped with a holder 23 for removing and holding the cardboard sheet, a first arm 261, and a linking arm 26 comprising a second arm 262 provided partway along the first arm so as to be pivoted by a rotating shaft. The first arm has a mechanism in which one end is linked to the holder and the other end is capable of moving on a rotation rail 32. The second arm has a mechanism in which one end is linked to the first arm and the other end is capable of moving on a drive rail 31.
