Provided is an all-in-one network operating method for multiple mobile communication technologies such as 2G, 3G, LTE, 4G or other wireless access technologies, enabling a user to freely migrate in a multi-mode network and fully utilize various networks to maximum advantage. For example, under usual circumstances, a multi-mode single-standby terminal resides in a 2/3G network, and within an area covered by wireless networks with multiple formats, when a user generates a PS service, the user is migrated to a 3G/LTE/4G network, allowing the user to use the PS service in the 3G/LTE/4G network and enjoy the high speed service thereof; when a user ends the PS service or generates a CS service, the user is again migrated to the 2/3G network, to fully take advantage of the wide coverage of the 2G network, and freely roam. Alternatively, if the 2/3G network resources are in short supply, the 3G/LTE/4G network can be advised to migrate the user to the 3G/LTE/4G network.
