PROBLEM TO BE SOLVED: To provide a development device for preventing image inferiority without deteriorating printing efficiency in continuous printing, and to provide an image forming apparatus having it. SOLUTION: When continuously performing development, a development remaining toner of a development roller 22 is collected on a magnetic roller 23, and after each development completion, a collection remaining toner amount Q is collected so that it is a first prescribed amount Q1. In each prescribed development interval T, the development device prevents increase of density of an edge part of a conveying direction of transfer paper P of a next page, image density transfer inferiority and adhesion of a toner to the development roller 22 by collecting the collection remaining toner amount Q so that it is a second prescribed amount Q2 smaller than Q1.
