PURPOSE: An electrolyte membrane for a fuel cell is provided to have excellent ion conductivity by having optimum pore property and to have excellent ion conductivity-maintaining rate by easily absorbing moisture even under low moisture. CONSTITUTION: An electrolyte membrane comprises a porous nanoweb which comprises a hydrocarbon-based polymer which is insoluble to organic solvent, and an ion conductor which is filled into the pore of the porous nanoweb and comprises a hydrocarbon-based polymer(10) which is soluble to organic solvent. The porous nanoweb comprises absorptive fiber(20) in which absorptive material are dispersed. The absorptive material comprises absorptive inorganic particles. The absorptive inorganic particle comprises at least one selected from alkaline earth metal oxide, metal oxide, sulphate, and silicon oxide.
