<P>PROBLEM TO BE SOLVED: To change a readout timing without changing a clock frequency when reading out stored data. <P>SOLUTION: An image comprised of a first number of horizontal pixels×a first number of vertical pixels is written to a storage part on the basis of a clock of a first clock frequency. The written image is read out as an image comprised of the first number of horizontal pixels×the first number of vertical pixels on the basis of a clock of a second clock frequency or an image comprised of a second number of horizontal pixels×a second number of vertical pixels on the basis of a clock of the second clock frequency in accordance with a set mode. Of the second number of vertical pixels, the number of pixels corresponding to a blanking is set as the number of pixels corresponding to a period of time secured as a blanking period to change a readout timing.
