摘要 <P>PROBLEM TO BE SOLVED: To generate no sense of incompatibility in change of picture quality at a part where a certain section of a sequential dynamic image is turned back to return when the certain section is repeatedly reproduced. <P>SOLUTION: An image encoding device includes a motion prediction part 1, a subtraction part 2, an orthogonal conversion part 3, a quantization part 4, a variable-length encoding part 5, a reverse quantization part 6, a reverse orthogonal conversion part 7, an addition part 8, a picture storage part 9, and a compression rate change part 10, and compresses a dynamic image comprising a series of frames by forward predictive encoding on a time base. Especially, the compression rate change part 10 outputs parameters of compression rate change to the orthogonal conversion part 3 and quantization part 4 according to information on a start frame and an end frame which are input, and the orthogonal conversion part 3 and quantization part 4 carry out the encoding with compression rates of at least the start frame and end frame which are lower enough not to generate a sense of incompatibility in change of picture quality during reproduction in return from the end frame to the start frame. <P>COPYRIGHT: (C)2013,JPO&INPIT
