The device (1) has a mixing chamber (2) including a cylindrical body (6) extending along a longitudinal axis perpendicular to an input section (4) of a reforming chamber (3) and including an inner wall (7). A fuel input orifice of the mixing chamber is mounted along the longitudinal axis. An inlet of an oxidizer (10) is located in a plane perpendicular to the longitudinal axis, and tangentially emerges into the cylindrical body to the inner wall to obtain tangential flow of oxidant along the inner wall of the cylindrical body. An independent claim is also included for a method for forming a reformer for treating exhaust fumes coming from an internal combustion engine in a car.
