<P>PROBLEM TO BE SOLVED: To authenticate a license of software or a content without burdening a vendor nor a user. <P>SOLUTION: A license using device 110A acquires characteristic information determined with configurations of both or one of hardware and software of the license authentication device 110A and transmits the characteristic information to a license providing device 120 before authenticating a license. The license providing device 120 generates license information based upon the received characteristic information, incorporates the license information in software or a content to generate provision data, and transmits the data to the license using device 110A.
